Council moves to dissolve Recreation Advisory Board, staff to propose ambassador replacement

Lancaster County Council advanced a proposal to disestablish the Recreation Advisory Board and move toward a volunteer "ambassador" program to support parks and recreation programming.
Deputy Administrator Snowden told council the advisory board has repeatedly failed to meet quorum requirements and that staff and the board voted in April to accept disestablishment as a possible remedy. Snowden said staff is developing a framework for an ambassador program to engage volunteers for park events, tournament support, outreach and stewardship; he said he will return with a concrete plan and implementation mechanism at a later reading.
Some council members urged caution. "I won't support this until I see what they want to replace it with," said one councilmember, noting long‑serving board members and the need to ensure continuity for volunteers. Others said an ambassador program could increase community engagement if staff provides a clear parallel structure and expectations. The council approved the ordinance on first reading and asked staff to present the replacement program details prior to final action.
The first reading passed; several members said they would reserve final judgment until staff delivers a detailed plan for volunteer roles and oversight.
