Board moves proposed FY2027 public health budget to Board of Supervisors

The Mohave County Board of Health voted to forward the department's proposed FY2027 budget to the Board of Supervisors for consideration.

Assistant Health Director Clint Welty presented the proposed FY2027 budget, explaining the department's mission and the need to comply with Arizona Revised Statute 36-185(a) to present a budget by May 1. Welty summarized budget drivers, including personnel and employee-related expenses, the HR policy change converting temporary employees to regular positions (which increased costs such as an estimated $13,000 for senior nutrition), and a $104,000 capital request to replace two vehicles (funds already set aside in a capital vehicle fund). Welty described program categories (mandated, essential, discretionary) and provided staffing and division-level budget context.

After board members asked clarifying questions about the number of vehicles to be purchased (two), what happens to old vehicles (typically surplus and auctioned), procurement for senior meals, and naloxone funding (stated as grant-funded), the chair moved that item 2 (the proposed FY2027 department budget) be forwarded to the Board of Supervisors for consideration. The motion was seconded and passed by voice vote: "All those in favor, say aye," the chair said, and the ayes prevailed.

The board recorded the motion and will await Board of Supervisors consideration. Staff said funding agreements and any contract items arising from FY27 work plans would be forwarded to the county attorney's office and scheduled for Supervisor consideration in June.
