Local‑control resolution fails on tie after sharp committee questioning on scope

Pelton said that specific language was not his intention and that the inclusion grew from the drafting process.
A motion to advance the resolution failed on a 3–3 tie. Following that result, a motion was made to postpone SCR 001 indefinitely.
Committee members expressed sympathy for the local‑control concerns raised by Pelton, but they also voiced reservations about the specific wording and potential unintended consequences.
