The Winter Springs Code Enforcement Board granted a compliance extension to May 28, 2026, for 1112 Arbor Glen Circle after the owner said insurance and mortgage servicing delays slowed repairs to an ornamental column cited under IPMC Section 304.8.
Deputy Chief Kevin Presley said the board had previously found the property in violation and that a reinspection on March 27 and April 13 showed the tarp and the decorative feature remained noncompliant. Staff recommended imposing a daily $200 fine beginning March 27, 2026, until correction.
Owner Jose Castro told the board he filed an insurance claim after hail damage, described mortgage servicing transitions that delayed payment, and said the decorative column is a styrofoam ornamental element needing about $1,500 to replace. “Give me 20 days, and I'll have it fixed,” Castro said.
Board members asked whether the owner had been present at earlier hearings and discussed whether notice had been properly posted; staff confirmed hearing notices were posted to the property. The board accepted that insurance was involved and that some delay was attributable to a third party, and voted to extend the compliance date to May 28, 2026; if the order is not complied with by that date, a $200-per-day fine will be imposed until correction and verification by staff.
The board asked staff to inspect the repair and advised the owner to coordinate with the inspector for final verification.
