Commissioners approve online licensing and auction platforms as cost-neutral upgrades

Lycoming County commissioners approved two items intended to modernize public-facing services: an agreement with Pareteum LLC to allow online applications for licenses to carry and an agreement with Real Auction LLC to move county real-estate sales to an online bidding platform.
Speaker 10 described the Pareteum service as an option that would let residents submit LTC applications online while preserving the in-person option; the vendor waived a $100 county processing fee but the public would pay a roughly $5 processing fee per online transaction. "Peridium did waive the $100, processing fee for the county, so it is cost neutral," the presenter said.
Speaker 10 also described the Real Auction platform, which counties that use it report has broadened buyer pools and increased sale revenue. County staff said both agreements are budget-neutral and intended to expand access and convenience for residents.
Both items were approved by the commissioners without further amendment. Officials said they plan to maintain in-person options for residents who prefer them and monitor take-up of the online services.
