City reviews ethics ordinance on first reading; council lists parking changes, honorary signs and capital items
Summary

At the March 23 deliberative meeting the Solicitor read a first-reading ordinance to add a Code of Ethics (new Article 149) to the City of Chester codified ordinances; the ordinance would set ethical standards for elected and appointed officials, city employees, agencies and authorities.
A council member urged all affected city employees and appointed board members to read the draft ethics policy and bring any feedback before the council’s second reading, scheduled for the second meeting in April. The council member noted that, if adopted, city employees and appointed board members will be required to sign the ethics policy.
The Solicitor also read the remainder of the agenda items to be considered for passage at an upcoming meeting, including: Resolution 32 (multiple handicap parking zones across the city); Resolution 33 (honorary street sign renaming a portion of Potter Street to “Ed Nelson Way”); Resolution 34 (honorary sign renaming a portion of Edward Street to “Avery Sunshine Way”); Resolution 35 (sale of the Dock Street parcel to Delcora); Resolution 36 (change order for Davis Construction adding $76,055.20 to the contract); Resolution 37 (acceptance of a quote from S.J. Thomas Inc. for roof replacement, not to exceed $210,776.23, ARPA project #36); and Resolution 39 (appointment of Thomas Moore to the Chester Water Authority board).
Rich Troutman, the city’s Chief Financial Officer, delivered an administrative reminder to residents: “Friendly reminder to pay the real estate tax…by March 31 next Wednesday so that you are able to get the 2% discount. After that, it'll be face value.”
The deliberative session ended with the Deputy Mayor adjourning the meeting; several items were noted as scheduled for formal action at the next council meeting.
