The Carpinteria City Council approved an update to the city’s fee schedule on April 27, adopting staff recommendations that include a 3.1% inflation adjustment and several new or revised charges intended to recover staff time and operational costs.
Staff said the adjustments are necessary to maintain cost recovery for city services and to reduce reliance on the general fund. Among the changes described in the record: a 3.1% inflationary increase across applicable service fees; a new flat fee for banner permits; a 5% surcharge for public-works plan checks (to align public-works plan review with building plan-check practice); and revised fees for park and community-garden uses. Most of the fee changes were set to take effect June 1, 2026, with some park-related exceptions effective May 22, 2026.
Council members asked questions about special-event fees, noting a cited example where an event’s direct costs had exceeded $10,000 and discussing whether a flat fee fairly reflects variable staff time. Staff described the fee structure as a combination of flat fees and time‑based charges tied to staff hours and special needs (traffic control, cleanup, security), and said the fees are modeled on comparable agencies.
