The Upson County Board of Commissioners on April 28 approved a special‑exception zoning permit allowing temporary recreational‑vehicle housing at 411 Poplar Drive while the property owner completes construction of a new home.
Planning staff told the board the county ordinance allows an RV or manufactured‑home to be used for temporary housing as a special exception in residential districts when an approved building permit, septic approval and well approval are in place. "It is allowed in all of the residential districts as a special exception to allow for the temporary housing in a RV or a manufactured home subject to having an approved building permit and the other stipulations," planning staff said.
The staff presentation noted the authorization runs with the building permit: 12 months to complete construction with a provision that the zoning administrator may extend the permit for an additional 12 months, for a maximum stay of 24 months. The board had no public commenters signed up for the hearing.
A commissioner moved to approve the special exception, the motion was seconded and passed on a roll‑call vote. After the vote the applicant thanked the board.
Why it matters: The decision allows a homeowner reasonable temporary housing options while building and ties the timeframe to the construction permit and the zoning administrator’s discretion, limiting long‑term placement of an RV on residential property.
What’s next: The authorization will be carried by the building permit; any extension beyond the initial 12 months would be considered by the zoning administrator under the ordinance.
