Altoona Area SD board approves 2026–2029 special education plan

The Altoona Area School District board approved its 2026–2029 special education plan during a special meeting after a presentation from district staff.

The presenter said, “every 3 years, school districts are required to submit a special education plan,” and noted the plan had been posted for public review for 30 days before the board’s consideration. The presenter added that staff and special education administrators collaborated on the document and that it must be submitted to the state for consideration by May 1.

The presenter described compliance and reporting requirements, saying the district’s compliance monitor must review any proposed classroom moves to ensure spaces fit with the rest of the building and access to services. The presenter also described recurring ‘‘child find’’ reporting and the financial reporting required for special education, stating the plan includes “a breakdown of every 1 of our almost 2,000 students, how much it costs to educate, transport, and provide related services for every 1 of those students.” The presenter noted regular meetings with a parent liaison and cited program efforts at Stevens and St. Luke’s as examples of work to expand in-district services.

After discussion, the Chair sought a motion to approve the special education plan for 2026–2029. The board approved the plan by voice vote; the Chair announced, “Motion carries.” The transcript records a voice vote only; no roll-call tallies for yes/no/abstain were recorded.

Next steps: the district will submit the approved plan to the state for formal consideration by the stated May 1 deadline.
