"What we can't do is, by statute, is directly pay salaries or ASRS, unfortunately," said Councilor Charlotte Hosseini, stressing that any proposal must fit within the city’s legal authority. City staff and council members said they would send the ideas to the city attorney, identified in the discussion as Kurt, for written guidance and then assemble a memo and decision package for council consideration.
