Reinheimer said the underground vaults will be accessible for routine vacuum‑truck maintenance via manholes and that the stormwater system is designed to capture and slowly release larger storm events to a wet pond on site.
Reinheimer also previewed landscaping and public-space concepts for the library and government-center grounds aimed at providing ADA‑compliant pedestrian connections, outdoor programming areas, and low‑maintenance native plantings.
On separate action, the board approved a $470,555 70% design‑build contract with Whiting‑Turner Contracting Company to advance Grove Community Park design to 70% construction documents. Staff said community engagement on park components will begin promptly and that a guaranteed maximum price will be developed as the design proceeds; the preliminary schedule anticipates 70% design completion in fall 2026 and park opening in spring 2028.
The motion to approve the Grove Community Park contract carried on roll call.
