San Dimas council receives annual vacancies report under AB 2561, votes to receive and file

City staff presented the annual personnel‑vacancies report required by Assembly Bill 2561 (Government Code section 3502.3) at the San Dimas City Council meeting on April 28. Administrative Services Director Michael O’Brien said the law requires cities to track vacancies, report recruitment activity and identify hiring challenges.
O’Brien reported that the city had 77 total full‑time budgeted positions, five of which are council seats, and that 61 employees are represented by bargaining units. At the measurement date of Dec. 31, 2025, the vacancy rate was 1.6% — one position vacant at the end of that year — and staff said two positions were vacant at the time of the presentation. O’Brien recommended the council receive and file the report.
The council opened a public hearing on the report and, with no members of the public speaking, voted to receive and file the report. The motion to receive and file passed 5–0 (motion by Councilman Weber, seconded by Councilman Vienna).
Under AB 2561 the annual report is intended to promote transparency about recruitment and staffing barriers; city staff said San Dimas is meeting the law’s reporting requirements and that current recruitments were ongoing for a landscape maintenance position and a senior analyst in the city manager’s office.
The council took no further action beyond receipt and filing; staff will continue ongoing recruitments and follow the report’s public‑hearing requirement in future cycles.
