Board approves clean-up rezoning to return small parcel near Panorama Way to agricultural use

County planning staff presented a downzoning request for a 15.79-acre parcel near Panorama Way just outside Blacksburg and asked supervisors to rezone a 0.6359-acre portion from M-1 (manufacturing) to Agricultural.
Justin, county planning staff, said the small manufacturing designation dated to a 1998 rezoning with a proffer that limited the site to a contractor storage yard, and that the special-use permit for that use has lapsed because the commercial activity ceased for more than two years. Staff told the board the proposed downzoning would remove the split-zone condition, align the parcel with the county's future land-use map (resource stewardship) and create fewer land-use impacts than the existing manufacturing zoning.
Planning staff said the planning commission unanimously recommended approval at its April 15 public hearing and that staff had received no public comments on the rezoning request. With no public speakers at the county's hearing, the board moved, seconded and approved the rezoning by roll call (7 ayes).
The county will evaluate any future traffic or infrastructure impacts at the plat-review and subdivision stage if the owner pursues a lot split or new development; staff said the parcel is served by private well and septic and that no immediate infrastructure changes were proposed.
