"The goal is to be fair and equitable and accurate and to be close to a 100% of value on all the properties," Atkinson said, adding that Vision is about 40% complete with field work and expects to finish field inspections, sales studies and line values by October.
Atkinson told supervisors the county will provide a public-facing reassessment website that shows current property record cards, photographs derived from EagleView imagery, and a sales-stats tool with configurable timeframes. He said change-of-value notices are scheduled to be mailed "by the fourteenth," with an informal appeals period opening on Dec. 1 and informal review meetings offered in person, virtually, by phone or email.
Supervisors pressed staff on two recurring concerns. One asked whether commercial parcels could be filtered separately from residential on the public portal; Atkinson said the portal supports filters for residential and commercial records. Another asked whether evening or weekend appointment times would be available for residents who cannot take time off work; Atkinson said Vision plans to offer evening hours (up to 7 p.m.) and weekend appointments if needed.
Atkinson cautioned that the reassessment is not yet far enough along to predict the overall percent increase in values countywide, though he cited a New River Realtors Association report that recorded an approximate 8% increase in fourth-quarter market values. He said the reassessment process may generate a larger number of appeals and stressed outreach and support to help taxpayers use the informal-review process before matters reach the board of equalization.
The presentation closed with assurances Vision has local staff on the ground despite corporate headquarters being in Massachusetts and encouraged residents to use the informal-review opportunity before pursuing more formal appeals.
