Public Works staff described the Fox River 'Connect the Bay' project as advancing the 60% design to final design and permitting, with in-water and shoreline restoration work, boardwalks and habitat improvements along Bay Beach and the marina. "They're currently at 60% design, and this part of the process would take it towards the final design, the permitting that goes along with that, additional modeling, and the community outreach," the director said. Staff recommended awarding final design services and the committee approved the GEI Consultants Inc. contract by voice vote.
The committee also approved a low bid of $75,739.50 from IEI General Contractors for City Hall parapet and facade repairs; staff and the facilities manager reviewed bids and confirmed the low bidder was responsive. Sidewalk-builder licenses for six contractors were granted, and the committee approved a resurfacing contract (including sewer and water work) to Jostar Brothers Inc. for $4,221,446.81.
Committee members asked about bid spreads and vendor responsiveness; staff said bids were reviewed against engineer estimates and facilities oversight. All motions passed by voice vote.
Next steps: Public Works will finalize agreements and proceed to contract execution and construction scheduling.
