Council members debated whether to process the two requests together or separately. One council member asked staff to consult the city attorney about allowing applicants to cover the city's consultant costs as a condition to process the annexations, and the council requested staff prepare one or two resolutions reflecting council direction for the next meeting.
No final decision or formal vote occurred on April 27; staff left with direction to return with legal guidance and prepared resolutions to meet the statutory 60‑day notice deadlines.
