Chair (speaker 1) called the meeting to order and said the group lacked a quorum, meaning commissioners could discuss business and make motions but could not approve agenda items or hold binding votes. The chair said a shortened report from the NACo conference and a message from Police Chief Anderson had been included in the commission's annual packet and that the packet would be emailed and printed ahead of the symposium.
Commissioners debated promotional items to hand out at the symposium. Cummins (speaker 3), a staff member, presented three chip-clip/magnet options, and commissioners discussed pins, tote bags and mugs. Several commissioners favored a square magnetic chip clip for visibility and repeated use over pins or bags; the group asked Cummins to check prices for larger quantities (130–150). Because there was no quorum, the choice was recorded as a consensus for later ratification rather than a formal procurement approval.
The planning committee reported a site visit to New Hope Baptist Church (Chapin Street) and described the fellowship hall as the location for tables, food and the presentation. Chair (speaker 1) said planned refreshments would include fruit and vegetable platters, antipasti, hot tea and coffee, water and cookies; the group reported roughly 30 RSVPs. Outreach leads confirmed the flyer had been posted to city email lists and social media and said they had coordinated a joint post with the city to broaden reach.
On leadership and elections, the chair proposed a slate for the next season (Commissioner Othman for chair, Commissioner Green for vice chair) and acknowledged the commission could not vote at this meeting. Commissioners agreed to attempt a special business meeting at 5:30 p.m. at the church immediately before the symposium, so elections and other time-sensitive items could be decided with a quorum.
