La Plata council reorganizes volunteer panels into single Sustainability Advisory Committee, adopts flag protocol and civility code

Staff recommended decommissioning the Beautification Commission and the Keep La Plata Beautiful committee and replacing them with a single, clearer advisory body to centralize sustainability, beautification and community‑led cleanups. The proposed committee will have a staff liaison from Public Works and a council liaison; council members debated whether the council liaison should be mandatory. A majority voted to retain a council liaison slot in the code.
Council also approved a town flag protocol establishing half‑staff rules and ceremonial displays. Members amended the draft to clarify that discretionary 'other flags' are limited to official government flags, which staff agreed to incorporate before publication.
The council adopted a code of civility and an anti‑harassment policy for elected officials, and agreed to bring standardized bylaws for all boards and commissions to council consideration by July for adoption and distribution to volunteers.
Why it matters: consolidating overlapping volunteer efforts and standardizing bylaws aims to reduce confusion for residents who want to volunteer and to make boards more action‑oriented. The sustainability committee will take on tasks such as community cleanups, beautification projects and advising on code items such as water conservation and landscaping standards.
What’s next: Staff will return with bylaws templates for all boards and commissions and will finalize the sustainability committee ordinance language for a second reading. Council liaisons and staff liaison assignments will be set at a future meeting.
"We want residents who have an idea — for example a litter cleanup — to have a clear place to take it and get help to implement it," a staff liaison said.
