Kaufman County staff told the commissioners court on April 28 that the county’s annual solicitation for road materials and hauling generated 15 bids, including three new vendors. Staff recommended awarding contracts by line item to the lowest unit-price vendors with a primary, secondary and third-ranked vendor per item and said pricing will be firm through Oct. 31, 2026.
Procurement staff noted some bids were deemed non-responsive due to missing required documentation and said staff had contacted those vendors. At least one commissioner observed that unit prices for some line items increased moderately, which staff attributed in part to higher fuel costs.
The court approved the line-item awards by motion. Staff did not present a consolidated single-vendor contract; instead the awards establish ordered vendor lists so departments can purchase materials by unit price and rank.
Staff said the tabulation sheets and the color-coded recommendation (primary, secondary, alternate) are available for commissioners’ review and will be posted in procurement records.
