State Sen. Jake Olivera presents $90,000 for Hampden security upgrades

State Sen. Jake Olivera visited the Town of Hampden Select Board on April 27 to present a ceremonial $90,000 allocation intended for security upgrades at town facilities as part of the FY26 budget.

Olivera told the board the money was included in the Senate budget and is available on a reimbursement basis. "We wanted to give this check presentation to show our support for the town of Hamden and to the community... And $90,000 from the Commonwealth of Massachusetts for security upgrades," he said.

Olivera used the visit to preview the state budget timetable and municipal opportunities. He said the legislature’s conference committee work typically follows the Senate’s budget in May and that additional outside sections and bond bills can create new application opportunities for towns. He highlighted a recently passed environmental bond bill that created programs such as a tree-shade fund, and encouraged Hampden officials to send specific cost estimates for local projects — including Mill Pond remediation and accessibility work at the old town hall — so his office can advocate for them during the FY27 cycle.

Board members asked logistical questions about reimbursement timing and whether the $90,000 is already available. Staff confirmed the funds will be distributed on a reimbursement basis once the town incurs eligible expenditures.

Olivera also discussed broader municipal provisions under consideration in the Legislature, including changes to chapter 90 roadway funding and measures to provide municipalities flexibility on contract lengths and certain municipal projects. He invited the town to forward specific project cost figures to his office for consideration.

Olivera’s office took a group photo with board members during the visit. The town will proceed with any security purchases under its normal procurement rules and seek reimbursement under the terms outlined by the senator’s staff.
