Court approves several personnel and facilities items including rehire pay exception and jail kitchen work

Personnel actions: Bridget Escobedo, Elections Administrator, explained a request to reinstate a returning deputy elections administrator to her previous salary even though it exceeds the 15% pay-grade threshold; the court approved the policy exception (motion carried 5-0). John Gonzales, EMS Chief, asked to retain an employee's hourly rate by applying additional merit when a full-time position was converted to two part-time positions; the court approved that exception to retain the employee.
Facilities and maintenance: The court approved multiple contract renewals and vendor agreements including second renewals for HVAC maintenance (JM Engineering and 5F Mechanical Group), an agreement with Move Solutions Limited for county relocations ($148,234.70), a mail-processing vent hood for the Elections Department ($242,000) to address potential hazardous-mail risks, and a Medic 41 restroom addition ($163,611.77). All these items passed by voice vote, recorded as carried.
Jail kitchen flooring: The court approved a construction agreement with JT Vaughn Construction LLC for jail kitchen floor and wall replacement not to exceed $147,968. One commissioner abstained from the vote because of a familial relationship (son employed by the contractor); the resulting motion carried by a 4-1 recorded vote.
Next steps: staff will execute the approved agreements and return to the court or staff reports as required for implementation and budgeting.
