Manila planning commission backs KOA tent-to-RV conversion, approves accessory-building permit

Commission member Brian Nelson moved to recommend the change to the Town Council; Bill Rylander seconded and the motion carried. The commission’s action was a recommendation to the council, not a final council approval.
The commission also considered a permit request from Greg Scott for an accessory building at 226 N 1st W, Lot T-8-06. Bill Rylander moved to approve Scott’s requested setbacks; Brian Nelson seconded and the motion carried. The minutes record that the commission approved the permit and the setbacks as requested.
Earlier in the meeting, the commission approved the minutes of its Feb. 2, 2026 regular meeting; that motion was made by Brian Nelson and seconded by Randall Despain.
In brief closing remarks, attendees were reminded to deposit checks promptly to keep the town’s reconciliation clean. The commission scheduled its next work session and regular meeting for 5:30 p.m. on April 6, 2026 (the first Monday of the month).
