Council approves contract for Oakland Road/State Route 40 sidewalk project

Kennedy described earlier feasibility work funded in part by Clermont County administrative funds ($17,500) that enabled surveying, right‑of‑way identification and an assessment of whether stormwater work would require a sidewalk bridge. He said the project includes traffic‑safety elements such as rapid rectangular flashing beacons (RRFBs), apron improvements and striping, and that easements would be needed from the archdiocese and the school district for certain sections.
Kennedy noted the school district requested an 8‑inch sidewalk section where vehicles sometimes drive over the path; the transcript records that the extra cost for that section would be covered by the referenced school/organization. He reported HUSAC Paving & Excavating was the low bidder; the staff memo shows the bid was over the original budget but under the engineer’s estimate and recommended council approval.
Council read the resolution authorizing the city manager to execute the contract with HUSAC and voted by roll call; the resolution passed 7–0 (Resolution 40 adopted). There were no amendments on the floor. Staff noted past positive experience with the contractor and that additional coordination with homeowners and an HOA will be required for continuity of sidewalks and entrances.
