Johnson County Approves Scrap Daddy's Recycling License After Neighbor Raises Runoff Concerns

The Johnson County Commissioners Court on March 9 approved an application by Ethan Skiles (operating as Scrap Daddy's Metal Recycling LLC) for a scrap-recycling license at 980 North State Highway 174 in Rio Vista on property owned by DeRoaches Construction LLC.
At the public hearing resident Sanjay Sarr expressed concern about potential contamination of groundwater and nearby waterways. County staff and commissioners said the site had previously operated in a similar capacity and that inspectors found fencing and required controls still in place. Staff explained TCEQ maintains regulatory authority over certain storage and processing activities and that county licensing enables inspections and oversight.
Commissioners noted licensing permits oversight and correction where necessary while operation without a license would limit the county’s ability to respond. After discussing environmental safeguards, the court approved Order 2026-21 granting the recycling license unanimously.
