Johnson County approved an infrastructure-development plan for Buffalo Creek, a proposed manufactured‑home rental community of roughly 420 spaces located in Precinct 4.
Planning staff said the developer met county requirements and that the project includes an on-site treatment plant the civil engineer characterized as 0.1 million gallons per day. Engineer Leslie Reel described the plant’s placement away from FM 4 and said the discharge would go to a creek on the property. The developer said they will install a TxDOT‑required turn lane on FM 4, provide a primary entrance off FM 4 (with signage limiting through-truck use on secondary access), and attempt to preserve as many existing oak trees as possible.
Commissioners pressed developers on the treatment-plant rating, water-source reliability and emergency-service impacts for the high-density community. Commissioners raised concerns about volunteer-fire capacity, long-term demands on police and fire services and whether new development would create unexpected burdens on local resources. The developer said water service will be provided by JC SUDD via a roughly two-mile waterline extension approved by the utility.
After Q&A, the court voted to approve Order 2026-22 and the associated infrastructure plan unanimously.
