A commissioner who led the initiative described the program as a renewable, advance‑funding opportunity to address safety‑critical shoulder failures and other targeted maintenance without immediately tapping county tax dollars. The county intends to document before‑and‑after conditions, log materials and equipment usage, and request incremental draws as projects progress; the first draw discussed was $50,000.
County staff said the program is intended to help areas with limited local tax bases — including annexed county roads inside cities — and noted the program allows the county to determine projects at its discretion while requiring auditing and accountability. The court discussed limits for work inside cities, reimbursement expectations for full rebuilds and the need for interlocal agreements with cities before working within municipal limits.
The vote to enter the interlocal was unanimous; commissioners asked staff to circulate the draft interlocal to cities for later interlocal execution where needed and to keep careful records to support future draws.
