The engagement is budgeted at $16,000 plus up to $3,000 in reimbursable costs for engineering work if needed.
Staff told the court the assessment will identify buildable areas, access roads, stormwater and retention needs, and a phased development strategy that preserves long‑term flexibility for additional county facilities. The court also approved an order exempting the consultant from the competitive‑bid process and authorized the judge and Development Services director to sign petition documents seeking removal of a small portion of the purchased tract from Fort Worth’s extraterritorial jurisdiction (ETJ). The court authorized payment of the $400 application fee from project funds.
Commissioners discussed campus design concepts including a campus road spine, meeting space for community events, parking and separation of service access for maintenance uses. The needs assessment is intended to give the court a defensible scope and budget for staged construction rather than committing to a single footprint up front. Development Services will return with Durham’s draft site plan and recommended next steps.
