A private collections firm presented Hidalgo County’s 2025 delinquent fines and fees annual report, telling commissioners the program has collected $18.2 million since collections began in January 2020 and recovered $3.2 million in the current reporting period.
Idam Gutierrez, partner at Purdue Branton Fielder Collins & Mott, outlined the firm’s toolkit: mailings and skip tracing, database corrections (more than 15,000 accounts corrected), text-messaging campaigns (more than 597,000 texts sent), and a specialized case-resolution campaign using billboards, direct mail and digital ads. He said the firm is beginning a campaign that may produce additional activity over the next two months.
The presentation included a court-by-court breakdown and noted recent expansion to additional justice-of-the-peace courts, with JP collections raising over $240,000 for an individual court during the period. Commissioners thanked the firm for its work; no dissenting motions or changes to the collection contract were discussed on the record.
