Hidalgo County says HUD system outage delays about $2.8M in nonprofit and vendor payments

Doctor Rivera, speaking for the county, said the IDIS back end has been down for two to three weeks and attributed the problem to a partial federal shutdown that furloughed staff who would ordinarily repair the system. Rivera said county staff have been attempting to submit draws morning and night without success and are coordinating with the executive office to find a way to pay vendors and nonprofit partners while the outage persists.
The court did not take formal action on the report. Rivera said the problem is nationwide and affects all participating jurisdictions; she advised the court that the county is preparing to cover invoices pending the federal system’s restoration.
The commissioners asked clarifying questions about the scale of the impact and the county’s contingency plans. Rivera reiterated the $2.8 million estimate for outstanding draws and said the county has discussed using the executive office to bridge payments to nonprofits and vendors until HUD’s system is functional. No timeline for resolution was provided during the meeting.
