Commissioners approve B2Z Engineering contracts and $75,006.33 work authorizations for City of Donna and Donna ISD projects

Hidalgo County Commissioners Court approved two professional engineering services agreements with B2Z Engineering LLC and authorized related work authorizations for the City of Donna wellness program and a Donna ISD spay-and-neuter program.

Hector Garcia presented both items, asking the court to accept the final negotiated agreements "with B2Z Engineering LLC for City of Donna wellness program" and with B2Z for Donna ISD's spay-and-neuter program, each as ranked and approved by the court. For the City of Donna project the court also approved Work Authorization No. 1 in an amount "not to exceed $75,006.33" to provide programming, site evaluation, concept layout development, cost estimating and a visibility report and authorized issuance of a notice to proceed.

For the Donna ISD spay-and-neuter program the court likewise approved the negotiated agreement and Work Authorization No. 1, also not to exceed $75,006.33, to provide project programming, site evaluation, conceptual layout development and construction cost estimating. During the votes the record shows Commissioner David Fuentes was recorded as abstaining from discussion and action on these items.

Each motion to approve was moved and seconded by members of the court and carried with the court recording the approvals and the noted abstention. The court did not record detailed discussion of alternative firms or competitive scoring in the public transcript.

The judge asked that the record reflect the abstention and directed staff to proceed with issuing notices to proceed where authorized.
