Urban County program reviews point-in-time homeless count; $1M TDA CDBG Polonia Fund project outlined

Urban County program staff presented the 2025 point-in-time (PIT) homeless count results, described the 2026 PIT schedule and outlined requirements tied to a $1,000,000 Texas Department of Agriculture Community Development Block Grant (Polonia Fund) project.
Joe Arguello, presenting for the Urban County Program, told the court the 2025 PIT results included 199 unsheltered individuals and 60 sheltered individuals; the count also identified subgroups including 29 chronically homeless individuals, 26 adults with serious mental illness and 8 veterans. Arguello said the PIT is a HUD-required snapshot used to allocate federal funding and scheduled the 2026 count for Thursday, Jan. 22.
Separately, staff described a $1,000,000 grant award (TDA CDBG, contract number CSC202 as read into the record) to support colonia infrastructure work in Precinct 4. Arguello explained Section 3 requirements that favor hiring local low- and very-low-income residents or awarding opportunities to qualified Section 3 businesses as a condition of HUD-funded projects, and told residents and businesses how to inquire about eligibility.
