The Hays County Commissioners Court voted on Jan. 13 to authorize an interlocal agreement with the city of Kyle and the city of Buda for the construction, operation and use of a regional animal shelter in Kyle.
A public speaker introduced by the judge (Lauren Floyd) voiced support for the ILA and emphasized shelter design, program areas and spay‑neuter services. Commissioners said the agreement outlines roles and responsibilities, and noted two of the three entities (Buda and the county) had advanced the plan; the city of Kyle was expected to consider the measure later the same night.
Commissioners discussed pro rata shares for design, construction and ongoing operations and raised the county's interest in ensuring West‑side coverage and potential expansion in Wimberley and Dripping Springs areas. Commissioner discussion emphasized cost savings and service uniformity from a shared regional facility.
The court called the roll: Commissioners Smith, Cohen, Hammer and Inglesby voted yes; Judge Becerra recorded a no vote. The interlocal was approved and staff will coordinate next steps with city partners and return details as required.
