Hays County hires HDR for water‑supply and precinct flood studies

Commissioner Hammer moved and the court approved selecting HDR to complete an updated county water‑conditions analysis, water‑supply plans for Dripping Springs and Wimberley, a precinct‑level flood assessment and a centralized sewer study for Hillside Terrace. HDR representatives told the court their scope also includes stakeholder engagement and policy review related to unified development code changes and future land‑use planning.
Commissioners stressed the study should provide not only supply estimates but also a clear accounting of where water is coming from and where wastewater is disposed — including coordination among municipalities and public and private water purveyors. HDR confirmed staff had met with the precinct commissioners during procurement to discuss localized concerns and said the final scope will include flood‑management project identification for each precinct and opportunities for interjurisdictional coordination.
The court authorized staff to negotiate a contract with HDR and to bring final terms back to the commissioners for approval.
