Council updates authorized agents to access state and federal disaster funding

The City Council unanimously approved a resolution updating the list of designated city staff authorized to execute and file applications for state and federal disaster and recovery funding coordinated through the California Governor's Office of Emergency Services (Cal OES).
The presentation, led by Lindsay Hawes of the Sustainability and Mobility Department, explained the triennial resolution must be refreshed to reflect staff changes and to add departments likely to seek Cal OES and FEMA hazard‑mitigation grants. Hawes said the city has received recent Cal OES and FEMA awards for storm recovery and a FEMA Hazard Mitigation Grant Program award for a community resilience hub design.
"Staff designated as authorized agents are able to execute and file applications and documents related to state and federal funding that is coordinated and dispersed through Cal OES," Hawes said. The update adds the City Planning Department director so the city can access an expanding set of eligible funding streams.
During public comment, residents and advocates urged stronger community engagement when federal or state funds carry implications for surveillance or services, and praised City staff for following procedures. Councilmembers said the designation simply ensures the city has the correct administrative authorities in place if/when funds are pursued.
The clerk recorded the vote as passing unanimously, 8–0, with Councilmember Campbell absent.
