The Town of Waynesville on April 28 approved a temporary social district for the Blooming festival scheduled for Saturday, May 9, permitting on-site sale of malt beverages within defined festival boundaries.
Cassandra Carter, assistant manager of Frog Level Brewery, requested the district and presented a boundary map running from Panacea to Depot that would confine the social district to festival areas; she said Frog Level Brewery would be the vendor and that similar districts have operated in town with no incidents. "There's been other social districts in town with no incidents, and I was just wanting to maybe get one for myself," Carter said.
Council voted to approve the social-district request by voice vote after brief discussion about boundaries and whether this was a one-time request or a framework for future events. Carter said she saw this as an event-specific approval unless additional businesses in the area later sought participation.
