Hays County court authorizes notice to begin issuance process for up to $100 million in certificates of obligation

The Commissioners Court approved publication and posting of a notice of intent to issue up to $100,000,000 in combination tax and revenue certificates of obligation (COs) to fund several county projects including county office administrative buildings, an animal shelter, the Eastside Campus, a Hays County Government Center remodel, and precinct office buildings.
Financial adviser Dan Wegmiller (speaker 23) told the court the notice would trigger required publications, start the bond rating process and anticipated an efficient sale in early January 2026; he said the county may also include refinancing of prior debt in the package and estimated net interest savings of approximately $1.7 million on refinanced items.
Commissioners asked about timing and whether interlocal agreements or MOUs for certain projects (notably the animal shelter) were in place; staff said MOUs are expected in December and the new facilities would not be operational until February or thereafter. The court approved taking the formal first step to publish the required notices and proceed toward sale.
