Olga Grama, assistant development services director, told the Town of Waynesville council on April 28 that an August state audit of the town’s stormwater program noted an incomplete municipal storm sewer map and that completing a comprehensive infrastructure map is a permit requirement under the MPDES/stormwater permit.
Grama said the town issued a request for qualifications in December 2025 and received 18 submissions nationwide. An interdepartmental committee unanimously recommended Sam Geospatial Services based on experience mapping similar municipal systems and project-management capacity. The contract will enable Phase 1 to begin in May and conclude before the end of the fiscal year using $40,000 already allocated in the stormwater budget; staff said they plan to request approximately $50,000 in next year’s budget to finish the work.
The mapping will collect photos and detailed attributes for culverts, manholes, catch basins, grease traps, stormwater pipes and other infrastructure to integrate with the town’s sewer, electric and water maps and to support inspections and illicit-discharge investigations. A council motion to approve the contract passed on a voice vote.
Grama said the project will help the town comply with its permit duties and improve operations for public services that maintain stormwater infrastructure.
