Jenkins cited a previous program connected to Commissioner Garcia’s office—a "second chance and reentry" initiative—as an example of how county partnerships can operate. He asked the court to open a conversation about transparency at the Flood District and how development and community benefits are decided.
The comment was delivered during the public comment period on agenda item 2. The court did not take formal action on item 2 during the session.
