Contractors working on the LBJ hospital expansion drew scrutiny on April 16 after union representatives and community advocates alleged misreporting of prevailing wages and fringe benefits. Workers and organizers said multiple subcontractors were not paying required rates or providing fringe benefits, and some employees were reluctant to speak out for fear of retaliation.
Harris County’s contracted compliance monitor confirmed an initial complaint and said the contractor quickly corrected at least one holiday-pay discrepancy after early inquiries. Harris Health, which oversees the project owner responsibilities, said it has engaged a third‑party auditor and is coordinating with the county’s Department of Economic Equity and Opportunity (DEO) and with the Auditor’s Office. DEO and Harris Health told the court they are expanding on‑site payroll verification, increasing worker interviews and validating payroll data for individual trades. The Auditor’s Office agreed to assist with deeper payroll audits. County leaders emphasized they will withhold final payments or require contractor remediation where noncompliance is verified.
Labor leaders at the meeting urged routine, proactive payroll sampling and simplified complaint tools so on-site workers can report problems without delay. Commissioners directed county offices to coordinate an urgent audit and to report back on enforcement steps.
