Grayson County commissioners approve interlocal road contracts, service agreements and bills

Grayson County’s Commissioners Court on Nov. 25 approved a slate of routine but consequential items, including interlocal road-repair agreements with neighboring cities, several memoranda of understanding and payment authorizations for county bills and employee benefits.
The court approved the minutes of special sessions held Nov. 13 and Nov. 17 and then passed the consent agenda. The commission authorized payment of bills for Nov. 25 and specific payments called out during the meeting: $100,624 to the city of White Wright for EMS and fire-protection services and $788,177.58 to TAC Health and Employee Benefits Pool for November 2025. The judge presiding over the meeting called voice votes on the motions and announced that the motions carried.
Agency staff described and the court approved an agreement authorizing Ellis County to use Grayson County’s residential juvenile services. An agency official told the court the contract would permit Ellis County to utilize Grayson County’s residential beds and the county judge was authorized to sign the contract.
The court also approved a memorandum of understanding between the Grayson County Sheriff’s Office and Texas Monarch Academy for Girls so deputies may respond to calls at the facility and help the academy comply with federal Prison Rape Elimination Act (PREA) guidelines. "This was actually discussed in May ... We're gonna take calls at Monarch anyway. This just helps them, kinda confirm their or get through their PREA guidelines as a detention facility," an agency official said.
Using state grant funds the court authorized a subcontract with the Lucerne Center for Trauma and Grief to screen youth entering the county detention center and provide telehealth therapy under an agreement with the Meadows Health Policy Institute. County staff said the funds approved in September are limited to screening and the telehealth service.
Road and bridge items included multiple interlocal agreements. The court approved contracts with the City of Tom Bean for multi-course road rebuilds and silcoat surface treatments on North Lackey Street, South Britton Street and Shaw Street; agreements with the City of Gunner for repairs on Wall Street, Bounds Road and Reid Road; and related resolutions (2025-058, 2025-059, 2025-060 and 2025-061) invoking Texas Government Code section 791.014 to authorize associated interlocal contracts.
The court also approved surplus of several pieces of Road & Bridge Precinct 1 equipment (listed by model year and partial serial numbers during the meeting) to be used as trade-in toward a new tractor and mower for Precinct 1.
After completing the posted business the court voted to enter executive session under Texas Government Code section 551.071 to consult with counsel. The commissioners returned from executive session at 10:33 a.m. and the presiding officer announced there was no action to take on items discussed in closed session before adjourning.
What happens next: most approvals authorize contract signings and future implementation steps (interlocal work scheduling, equipment trade-in processing, grant applications, and contract execution). No additional votes on those items were recorded at the meeting.
