Grayson County commissioners approve 2025 tax roll, authorize large vendor payments and back Choctaw Nation broadband grant

The court approved payment of multiple vendor invoices and pass-through amounts, including a $4,885,579.71 pass-through for the health department’s local provider participation program for FY2026 and a $2,054,506.31 payment to Sidalco for November 2025 services, all by a single motion on the consent agenda. The judge summarized the bills list and the court carried the motion by voice vote.
The court also approved the 2025 county tax roll and levy after brief discussion; the motion to adopt the roll was made and carried by voice vote. The court recorded no separate roll-call tallies in the transcript.
Commissioners voted to send a letter of support for a federal grant application from the Choctaw Nation intended to extend broadband fiber through Grayson County. A county staff member described the request as complementary to the Grayson County Broadband Coalition’s grant-funded work and said the coalition saw no conflict. The court approved the letter of support (motion by Commissioner Wright; second by Commissioner Arthur).
The court approved a memorandum of understanding among Tioga ISD, the Tioga Police Department and the Grayson County Sheriff’s Office to provide communications support and mutual assistance for significant events; staff said the MOU satisfies a requirement under the Texas Education Code. The MOU was approved by motion and voice vote.
Procurement staff recommended awarding RFP 2025-17 for two pre-owned dump trucks for Precinct 1 to Boxer Equipment as the lowest responsive bidder; the court approved the award. The court also approved two subdivision plats in Precinct 2 (a 3.614-acre tract on Bethel Cannon Road to be divided into two lots, and a 6.899-acre tract at Buchanan Place to be divided into four lots) after staff confirmed compliance with county subdivision regulations.
In separate housekeeping actions, the court approved an equipment purchase request for Constable Precinct 2 (an additional office computer) to allow separate workstations for the constable and a deputy, and tabled the minutes for Dec. 9, 2025 because of posting irregularities.
The court entered executive session under Texas Government Code §551.071 to consult with attorneys, returned about 20 minutes later and announced no action would be taken on executive-session matters before adjourning at 10:46 a.m.
What’s next: the court took no votes that require further immediate action beyond the approved motions; the court’s minutes and any supporting contracts or grant letters will provide formal documentation of the votes and approvals.
