Grayson County commissioners approve consent agenda, contracts and plats; question a likely invoice typo

Grayson County Commissioners Court on Nov. 18 approved a broad consent agenda, authorized multiple contracts and plats, and confirmed nominees to the Grayson Central Appraisal Board, the court said.

County Judge called the meeting to order, and the court approved minutes for Oct. 28, Nov. 4 and a special session on Nov. 3 after a motion and voice vote. The judge then took up a large consent agenda and approved it without separate discussion.

Under the bills and payments portion of the agenda commissioners authorized routine disbursements including $51,609.57 to NSTS LLC for street signs and $77,253 to Allied Fence for a new fence at 2027 Texoma Parkway. The court also authorized $129,984.32 to Frequentus USA Inc. for a final payment on a control-tower upgrade at North Texas Regional Airport and $4,863,912.97 as a pass-through to the state comptroller for the second half of CHIRP year 5.

When the clerk read a line showing a payment of $81,471,103,869.68 to Tyler Technologies for annual public-safety software support, a commissioner questioned the figure. “Do we have that much money?” a commissioner asked, prompting a staff check; the court approved the bills on a voice vote after the clarification request.

On appointments, the court considered a resolution nominating candidates to the Grayson Central Appraisal Board. The listed candidates were Brad Morgan, William Stevens, Monty Walker and Charlie Williams; the court noted Monty Walker declined to serve. Commissioners agreed to split their votes between Brad Morgan and Charlie Williams, and the judge announced the motion carried.

The court approved an interlocal agreement to use inmate housing in Fannin County and authorized several Juvenile Services contracts, including a short-term medical-consultation contract with Houston Studeman while the county fills a health services coordinator position, as well as renewals allowing Ellis County to use Grayson County residential services for youth. Two as‑needed contracts for former interns (Anthony Aaron and Anya Simmons) who obtained counseling credentials were also approved; staff said these contracts will be paid primarily from post funds rather than county general funds.

The commissioners accepted a total‑loss settlement offer of $24,001.65 from the Texas Association of Counties for a 2023 Chevy Traverse (VIN ending 217501) and declared the vehicle surplus for disposal. The court also authorized the purchasing agent to release RFP 2025-17 for a pre‑owned dump truck at the request of a commissioner.

In land-development business the court approved a developer contract and declaration of intent for Blue Vistas Phase 2 (a 56.472‑acre tract proposed to subdivide into 35 lots) and approved a preliminary plat for Peach Tree Estates (a 29.01‑acre tract to be divided into 23 lots with privately maintained roads). The court noted the engineering drawings for Blue Vistas had been reviewed and deemed to meet county requirements.

All routine items and contracts were approved by motion and voice vote; the judge announced each motion carried.
