Commissioners approve airport cooperative agreement and payments for NTRA taxi‑lane project

Commissioners Court on Dec. 9 authorized a cooperative agreement with the Texas A&M Forest Service for an air‑bottle system used by Grayson County Airport Fire and approved payments tied to a Regional Mobility Authority (RMA) taxi‑lane project.

A county presenter asked the court to authorize execution of a decade‑long cooperative agreement that supplies air bottles used by airport fire personnel countywide; the judge called for and the court approved the action by motion and vote.

County and RMA staff briefed the court on reimbursement requests for the NTRA south apron reconstruction and new taxi‑lane project. An RMA representative told commissioners the RMA board had already approved construction contracts and engineering for the project and that the grant is covered about 95% by TxDOT on a reimbursement basis. "This is a grant that's 95% covered by TxDOT, but it is reimbursement basis," the representative said.

The court authorized a payment to Woolport Incorporated for design and bidding work on the taxi‑lane project; the amount appears in the meeting transcript as "$186,000, $43" and was approved by motion. The court also approved an initial progress payment of $222,258.44 to Tatum Excavating Company Inc. for the same project.

Commissioners emphasized transparency and said they wanted to review the full contracts and agreements before reimbursing grant funds, since TxDOT reimbursement follows county payment to contractors. The RMA will submit reimbursement requests to the county after payments are made.

All motions carried on voice votes; no roll‑call tallies were given in the transcript. Commissioners did not attach additional conditions to the approvals during the meeting.
