Grayson County commissioners approve WIC overtime, juvenile contracts and lease transfer; move to executive session

Grayson County commissioners convened at 10:00 a.m. and approved a series of routine and substantive items, including measures to help residents affected by winter-storm closures and several contract and financing actions.

The court unanimously approved a request from the Grayson County Health Department’s WIC program to allow staff to work overtime to reschedule appointments canceled during a recent winter storm. A WIC representative told the court that "over a 176 participants were not able to make their appointments because we were closed" and that the WIC grant would cover the overtime cost, including fringe benefits. Commissioners approved the authorization by voice vote; county officials said there would be no cost to the county because the WIC program is funded through the state.

The court also approved Resolution 2026-002 and an associated consent letter to transfer the lease for a county building from Texoma Regional Blood Center to Carter Blood Center. The presiding official said the transfer would continue existing services and could offer additional benefits to the county. The resolution passed on a voice vote.

Juvenile Services staff presented four contract renewals for county youth services: Devin Williams (mental-health screenings, intake assessments and counseling), Divine Equine (therapeutic riding services), Pegasus (residential services for adjudicated youth) and Reconnect Inc. (virtual communications to connect probation officers with youth and families). The presenter confirmed all four contracts were renewals; the court authorized the county judge to sign the agreements by voice vote.

The court approved an order to transfer post-adjudication funds to pay off an internal loan from 2015 that helped build a juvenile facility. A juvenile board representative said the fund balance would remain above the county’s 20% fund-balance policy after the payoff and that state law permits the transfer. Commissioners approved the early payoff by voice vote.

Finally, the court voted to support a Cass County resolution asking the legislature to address a funding gap that currently affects fees tied to vehicle registration and sales for electric vehicles. After that vote the court moved into executive session to consult with legal counsel; the presiding official announced the executive session would begin at 10:13 a.m.

The court dispensed with public comment because no one had requested to speak. The meeting included announcements from precinct representatives and recognition of county Veterans Affairs staff who had helped a veteran obtain benefits.
