Commissioners approve interlocal road agreements with City of Howe and pass required resolution

Grayson County commissioners on Feb. 10 approved seven interlocal agreements with the City of Howe to repair and maintain multiple local roads, including two-course rebuilds on Swainer Drive and Duke Street, sealcoats on East Yonge Street and Hall Cemetery Road, and other grind-and-pack work. A county presenter said the city will pay for materials and equipment while the county provides labor costs.
The court also adopted resolution 2026-005, citing Texas Government Code §791.014, a procedural document that the presenter described as duplicative of the ILA approvals. "This resolution has to be done, even though the court just approved the work to be done on all these roads with the ILA...the state has decided that we need another document," the presenter said, and added he will work to seek repeal of that statutory requirement.
Commissioners approved the interlocal agreements and the resolution by motion and voice vote. The agreements include a schedule of work and costs in the documents presented to the court; commissioners said the city compensates the county for materials and equipment while county labor costs are accounted for at standard hourly rates.
