Harris County adopts phased language-access rollout and asks departments to budget for services
Summary
County staff presented a Houston Endowment-funded language-access assessment and the court directed the Office of County Administration to work with five priority departments to scope FY27 budget needs and to develop countywide interpreter standards.
County administrators briefed commissioners on a two-year language-access plan funded initially by a Houston Endowment grant, and the court approved motions directing the Office of County Administration to work with departments to create departmental language-access plans and to prepare FY2027 budget requests for implementation.
The project team described a needs assessment that identified gaps in centralized coordination, vendor usage and public awareness of available services. OCA proposed a template covering personnel, services, public communication, staff training, monitoring and budgeting. Commissioners directed OCA to prioritize five public-facing departments (311/universal services, Harris County Public Health, Harris County Public Libraries, Office of County Administration and the Domestic Relations Office) and to return to the court by April with a budget estimate for FY27.
The court added a friendly amendment from the judge to include a countywide projection for interpreter training standards and the estimated cost to provide countywide services. Commissioners emphasized the use of technology (including vetted AI tools) where appropriate but said human interpretation will remain necessary for legal and medical contexts. The motion passed, 3-1, after an amendment to broaden the planning and include standards for interpreter competence.
