Grayson County commissioners approve March 3, 2026 joint primary, conditionally approve developer contract and authorize routine payments

At its Dec. 16 meeting the Grayson County Commissioners Court approved a joint primary resolution for March 3, 2026, conditionally approved a developer's contract for culvert work in Precinct 4, authorized several bill payments including $5,374,425 for refunding bonds, and presented a retirement proclamation for Jamie J. Hubbard.
The Grayson County Commissioners Court on Dec. 16 unanimously approved a set of routine and action items, including a joint resolution setting a county joint primary for March 3, 2026, conditional approval of a developer's contract for culvert work in Precinct 4 and authorization of multiple vendor and bond payments.
An elections official requested the court approve the joint primary resolution and presented contracts outlining terms for Democratic and Republican services. Commissioner Marsh moved to approve the joint primary; Commissioner Hardenberg seconded, and the court voted in favor.
The court also conditionally approved a developer's contract with KW Utility Construction to install culverts at an intersection along the Precinct 3–4 line, subject to a revised contract and diagram to be provided by Dec. 30. The motion to approve the contract was moved and seconded and carried.
On routine finance matters the court authorized payment of $79,517 to TAC Risk Management Pool for FY26 first-quarter workers' compensation, $86,354.65 to Tyler Technologies for Munis financial/payroll system support and licensing, and $5,374,425 to Bank of New York Mellon for final payment on pass-through toll revenue and limited tax refunding bonds (Series 2013). These items were approved on the consent or bill-authorizing motions presented during the meeting.
The court also adopted minutes from its Dec. 2 meeting and approved the consent agenda on a single motion. Earlier in the session the court presented a proclamation honoring Jamie J. Hubbard for nearly 30 years of county service and noted his upcoming retirement in 2025.
