Monroe tables trail interlocal agreement with Sevier County for additional legal review

Monroe City tabled consideration of an interlocal agreement with Sevier County on its proposed foothill bike trail after county staff requested further legal review. The request was made by Sevier County Economic Development Director Malcolm Nash; the council did not vote to approve the agreement at the April 14 meeting.
Trail committee member Mike Shaver said the committee proposed only minor edits — for example adding the word "feasible" to language about Plan B routing changes — and reported a volunteer workday with about 15 participants. Shaver also said progress has been slowed by scheduling conflicts with a contractor handling Richfield City's pool demolition and by equipment rental competition, though contractor Prescott McCarthy has since purchased equipment to help move the project forward. Easement negotiations continue with private owners, including Mystic Hot Springs owner Mike Ginsberg, but the Ginsberg easement is less critical than recently resolved county parcel issues.
Councilmembers and staff noted they will coordinate trail routing with upcoming diversion-improvement work in the canyon, which could affect the trail alignment and timing. The county's request for additional legal review means the interlocal agreement will return for future council consideration after the county completes that review.
