Monroe City Council appoints Candice Barney to fill vacant seat through 2027

The Monroe City Council appointed Candice Barney to the council seat left open by Erica Sirrine and administered her oath of office. Three candidates — Angie Card, Candice Barney and Mike Shaver — each briefly described their qualifications. After councilmembers wrote their choice on paper and City Recorder Allison Leavitt read the ballots aloud, the council selected Barney by a 3-2 vote. Leavitt administered the oath of office and Barney took her seat immediately. The appointment fills the seat through Dec. 31, 2027, the remainder of the vacated term.

Angie Card participated remotely and identified herself as Monroe city historian, director of the Magnify Monroe beautification committee and owner of Heirloom Bakery Cafe; she noted prior teaching experience at Sevier Middle School and degrees from South Sevier High School and Utah Valley University. Candice Barney said she has served approximately two years on the planning commission, including time as chairperson, and emphasized her knowledge of city ordinances and a desire to preserve Monroe's character while managing growth. Mike Shaver described his business and engineering background, his service on the trails committee and an interest in engaging younger residents in local government.

Mayor Johnny Parsons noted that any appointed candidate would need to resign from city committees if selected. The council required three of five votes for appointment; the ballots were read aloud by City Recorder Allison Leavitt. The council moved quickly to swear in Barney, who then took her seat on the dais.
