Des Moines County supervisors adopted a fiscal-year 2026 appropriation resolution and approved a set of routine administrative motions during their July meeting.
Chair (speaker 1) introduced Resolution 2025-037, saying the board is required by Iowa Code section 331.434.6 to appropriate funds to operate county offices and departments for fiscal year 2026. The resolution lists a total appropriation of $42,250,149. After a motion and second, the board moved to vote; the transcript records affirmative votes and the chair declared the resolution adopted.
In the same session the board approved payroll reimbursement claims totaling $5,279.25 and accepted petty-cash and cash-on-hand reports from multiple departments, including the auditor, recorder, assessor, GIS commission, sheriff, conservation and public health. The auditors' petty-cash totals were reported by the chair as part of routine financial housekeeping.
The supervisors also approved a month-to-month lease with the Right Stabilization Center. Rodney Gleisner (speaker 11) explained the change: the prior agreement had been a 12-month lease but the organization requested month-to-month terms to reflect short-term ASO funding and allow flexibility while funding is resolved. The board moved and approved that lease on the record.
Personnel and human-resources items approved included a six-month step increase for part-time correctional officer Floyd Ravengraf, an 18-month step increase for Dominic Foster (salary change listed in the minutes), and the rehiring of a correctional officer with updated full-time salary; the board approved each item by motion and recorded assent. The board also granted a 19.81-hour leave for county attorney staff Brandon Weddell and approved an anniversary step increase for Kaye Hagen (from $39,946 to $40,782). The auditor’s payroll deputy, Lainie Blutenegger, had 18.5 unpaid hours on file for specific dates; the board approved that entry.
All motions were moved, seconded and recorded on the transcript; recorded votes show members voting ‘yes’ during roll calls. The board also placed on file the recorder’s and veterans’ fee reports for June 2025 and approved minutes from the prior meeting.
The board said staff would proceed with implementation of the approved leases and personnel actions and that financial appropriations will be reflected in the county’s fiscal-year 2026 budgeting process. No contested or split votes were recorded on the actions described.
